Supported Independent Living
Learn more about ‘Supported Independent Living’
ExploreTwelve new residents will shortly move into Surrey County Council’s recently completed, purpose-built accommodation for people with learning disabilities and/or autism, on the site of the former Coveham Hostel in Cobham. The development comprises twelve one-bedroom self-contained flats, with extensive landscaped gardens and state of the art smart technology to help residents learn to live independently.
The project is the third of three Supported Independent Living developments constructed across Surrey by the County Council. Two developments in Horley and Byfleet, each with two 5-bedroom Townhouses and six 1-bedroom flats to provide a choice of self-contained and shared accommodation for 16 people, were completed in Autumn 2025 - and the first residents are already settling in.
At the recent opening of its “sister” development in Horley, Sinead Mooney, Surrey County Council’s Cabinet Member for Adult Social Care, said: “These new homes are a fantastic example of how we’re delivering for Surrey – helping people lead fulfilling lives with the right support, in the right place.
“We’re proud to be investing in homes which offer not just safety and support, but also real independence and choice, in the heart of the community. I’m especially pleased to see new technology playing a role in supporting residents to develop skills, build confidence and live life on their own terms.
“Thanks to all partners involved in bringing our vision to life.”
This website was created in May 2022 to support community engagement undertaken before submitting the planning application - and it has been maintained throughout all stages of the project, from development of the design through award of planning consent through to completion of construction. The contractor’s newsletters and photographs showing the progress of the construction can be found here and you can follow the links at the top of this page to discover full details about the project.

We have held consultation events for residents to take part and find out more. You can now watch the recordings.
